This is an System Monitoring and Overclocking Utility provided by AsRock for their motherboards.
It allows users to monitor Motherboard, and CPU temperatures as well as CPU and System FAN Speeds.
Additionally dynamically adjusting the overclocking of the system on the FLYfrom within windows is possible.

Very cool tool overall.
